reiskin? >> just a comment, as the chair said, first of all, a very good and comprehensive report. so i appreciate that. and i also think as the transbay terminal itself is enabling a sustainability form of transportation and brings a very big environmental benefit to the region, i think it's very appropriate that we would be powering it with clean hetch hetchy power. so i commend the puc for an innovative and aggressive proposal and i think this is a win-win and good for the puc and it's good for the project and it's good for the city. so i think i'm happy to see the recommendation. thank you. >> i will just concur with director reiskin. and i think over the last -- actually over the last year the board of supervisors has spent quite a bit of time comparing rates and offerings between pg&e and puc with community choice aggregation. i think i came out of that process with incredible faith with the public utilities commission to really work through and offer the best deal possible both for the city and i do think it's a big win-win in terms of the revenue that is going to flow back

are please today see your comments, director reiskin in the chronicle yesterday stating that the mta is now "ready to abandon the plan to dig up columbus for the unnecessary and disruptive central subway destruction that damaged north beach. muni also no longer favors digging up the street. this is very welcome news. the letter goes on to say and you heard today, that's not what your plan is to vote on today. you're planning to vote on a resolution that unless you delete the language states that if the director of transportation by february 1st determines that option 3 or 4 is not feasible, et cetera, the muni board of directors directs the central subway program to continue to construct the retrieval shaft for the boring machines on columbus as previously approved. this is absolutely unacceptable. and while we are glad to hear the promises and the resources devoted to making other options happen, unless you delete this language, i think your attempt to rebuilding trust with the community in north beach is going to be shooting itself in the foot. we, of course, would prefer that you also in

? >> present. >> director metcalf? >> present. >> director reiskin. >> present. >> vice-chair ortiz? >> present. >> and chair kim? >> present. >> madame chair you have a quorum. >> thank you. do you have any communications this morning? >> none that i'm aware of. >> is there any new or old business from the board of directors? seeing none let's move on to the executive director's report. >> good morning everyone. i would like to begin my report this morning on this last board meeting of the year by dedicating our board meeting in the memory of mike nevin, who recently left us. mike was one of our founding board members way back when we created the transbay joint powers authority and was very supportive over the years. he served as our first chairperson and was there with us in the initial years of moving the project forward. mike was a member of the caltrain board of directors and also a former san mateo county supervisor, mayor of daly city and san francisco police inspector and not only served on our board, but numerous other regional transportation boards and we'll always
of the board, mr. reiskin. vaughan yee from stainable streets. let me address the sixth street toll item first. that was as you remember, a pilot project that the board approved on october 17th, 2011 as part of a pedestrian safety enhancement program that we were undertaking. as you know, sixth street in this corridor, is very noted for -- it's higher than average pedestrian and collision accident history. so, the proposal was to test pilot a removal of the tow-away on the east side of the street for the blocks from folsom to market to allow parking there during the peak. and it had several benefits. one is that it physically narrows the street a little bit to allow a shorter crossing distance for the pedestrians crossing sixth street. it provides a very useful and beneficial buffer between moving vehicles and pedestrians on the sidewalk. and if successful, this space will allow us in the future to construct corner intersection [speaker not understood] or bicycle parking and [speaker not understood] and other amenities in that space. we've also made concurrently other improvements on the east-
they need it. that will also have a pretty significant side benefit. for example, mr. reiskin and i were meeting with the department of building inspection. and one of their concerns in the downtown corridor is that to go to, you know, a building to do some inspections in sequence, the one hour won't do. it's not adequate to get everything done. but the extra time, the two-hour limit would be very beneficial. we're also in the process of hiring about 40 new parking control officers. a good portion of them will be devoted to enforcing meters. we're in the process of hiring and we expect the first contingent to be on board in the first week of january if everything works to do so. and they will go -- undergo through a very thorough training. and we have the existing staff ready to step in and help in the beginning. again, third sunday we'll be issuing courtesy notices. before we start citing formally. we have also gathered ahead of time before data because one of the things we said we were going to do is to evaluate the effectiveness of sunday metering and report back to you. so, we have t
extend our sympathies to mike and his family. i would also like to thank director reiskin, because a few board meetings ago director reiskin suspected that suggested that we look into that and found it's viable and could save us money and we modeled after the department of public works and caltrans regulations, allowing for savings during the bid submission and bidders will be encouraged to submit their value engineering proposals that will decrease the bid price, construction cost and if a proposal is accepted the savings attributable to that value engineering proposed are subtracted from the bidder's bid price making their bid price more competitive and improving the likelihood of approval of the work. we'll realize 100% of the savings with the bidders value engineering proposal. during construction trade subcontractors will be encouraged to submit these proposals and after deducting costs incurred in the proposal, a trade subcontractor in the tjpa will share a 50/50 basis a shared savings. so thank you director for that suggestion and we'll implement that moving forward. >> great. >>
members of the mta board and director reiskin visited many operating administrative divisions to personally thank our frontline employees for their dedicated service. staff really appreciated hearing from you and a special thanks to director lee's wife for the fabulous cupcakes. a short update on the court of appeals ruling on our bike program that was released yesterday. as you know in 2009, the mta board approved the san francisco bike plan. the adequacy of the environmental impact report supporting this approval was challenged in an appeal to the board of supervisors and an action in superior court. in 2010, the san francisco superior court ruled in the city's favor. the challengers appealed this ruling to the california court of appeals. just the california court of appeals issued a decision upholding the trial court's conclusion that the eir was adequate in all respects. the court also identified some minor technical problems with the approval process. the city attorney's office is evaluating those issues. we expect they can be resolved soon and without disruption to the
and transportation director ed reiskin, public works agencis, our wastewater management, our police department, we have all gotten together to say how can we do this smarter with our small businesses, our chinese chamber, our stockton street merchant association and all work together to make this a safer experience for everybody? we came up with the idea that maybe we could simply expand the sidewalk by allowing everybody to use the sidewalk properly, but that the storefronts could have some additional space to offer their goods, when the chinese new years is happening, and when people are wanting to buy all the things that they want to do to celebrate the new year's and to come down here and be safe. so this pedestrian expansion of our sidewalks was the idea that came forward. we piloted it last year as mohammed explain and thank you to dpw's great work, the pilot was successful. it was successful all around, particularly with our small businesses, particularly with our chinatown youth center and the people who are here to protect pedestrians. all the agencies got back in a very enthusiastic way
. we support director reiskin's proposal to study extraction of the tunnel boring machine at the pagoda theater with an alternative of behring the tbm under columbus avenue. we also support the mta's efforts to plan for a station at the pagoda theater and additional stations to and from fisherman's wharf. this will create a north-south connection that serves the eastern edge of san francisco, connecting important neighborhoods and communities. the north beach business association, we have over 80 members in north beach would like to add a few more comments, which is, we would like to see the excavation in a new station at pagoda palace, but we want to make it clear that we do not support this idea if it involves any spot zoning that would allow the owner to build higher than the 58 feet which is currently permitted as a maximum height allowed at that site. we also want to state that any other possible location for a station would need to be chosen only up to the entire community was involved and exhaustively vetted sites. needless to say we would oppose [speaker not understood] washingt
